Enabling Redwood - Manage Purchase Orders users only see an "Initialising" screen

When enabling the Manage Purchase Orders in Redwood functionality users access the Purchase Orders (New) link but the screen only displays and "initialising" message. All users have the appropriate purchasing access and privileges set out in the guidance. Has any other organisation experienced this?
