Can Time Card Change History be available only to Admins?

We are exploring the enablement of the Change History feature in relation to timecards (Redwood). It looks like when it's enabled, the employee themselves, the Line Manager, and Admins can view the information. Does anyone know if it's possible to have this page be viewable to just Admins?
