Is there an inquiry only purchasing redwood role that doesn't impact hosted procurement licensing?

Summary:

We have a limited number of licenses for Oracle Fusion Procurement Cloud Service - Hosted Named User that impact the View Purchase Order Work Area privilege. It seems as though you must have this privilege along with the Manage Purchase Orders Using a Redwood Page and Search Purchase Order privileges. Since these are expensive licenses, is there a purchasing inquiry role or way to view purchase orders for redwood that doesn't impact this licensing?
