Do the vertex updates in payroll impact Procurement

Summary:

Vertex monthly update was applied in Payroll and on the same day we saw Manage Geography in Procurement change. Can we disconnect these two so Procurement is not impacted by Payroll's Vertex updates?

Our problem is in Procurement we can't have abbreviated and fully spelled out states. When Oracle Maintenance or Vertex updates are applied we've noticed our configuration to have only abbreviated states is undone and we again have both abbreviated and fully spelled out states. This is negatively

impacting Supplier Registration and Requisitions within Procurement in that if the fully spelled out state is selected the process breaks and needs to be redone with the abbreviated state.
