How to restrict create invoices, debit memos, credit memos by user?

Summary:

Hi, we have a requirement that restrict create invoices only for a one user, ex:

User1 → Don't have access to create debit memos, only invoices

User2 → Don't have access to create credit memos, only invoices and debit memos

Anybody can help me for this requirement?
