Is it possible to import Bank Statement Reconciliation Data without setting tolerance Rule?

Hi,

I attempted to reconcile using 'Cash Management Bank Statement Reconciliation Data Import' and trying to run Load Interface file for Import program for process 'Auto reconcile Bank Statements'
If I run the job without setting tolerance rule, 'Load File to interface program' is completed successfully but 'Auto reconcile Bank Statements' is in status retrying.
Is it always necessary to set tolerance rule when implementing import Bank Statement Reconciliation Data?
