Unable to restrict Duplicate Payment Number

Summary:

We have two Payments having same numbers. We have checked and found that those two payments have different Payment document having different sequence.  The users wants that system should not allow having same Payment numbers even though the Payment document are different.

Please help us to achieve this requirement.
