VB Express Mode default values duplicating

Summary:

We are a greenfield site that has enabled Redwood from discovery phase. We do not have a "gold" build yet where clones are taken from so are building in a new environment each time.

Where we have a business rule that has been configured with a default value, we are noticing that for some fields when we are deploying rules to a new environment the defaults are not working. When we go back to edit the default, there are duplicate values in the list - and we are having to clear the field value and select again.

Is this expected behaviour for new builds? It is negating some of the benefits of VB configuration migration having to revisit business rules each time!
