Absence and Entitlements missing Absence Type

Not seeing all Absence Types as administrative user in new Absences and Entitlements page.

Under the Responsive Administration Absence Records page, when we click the Add button under Existing Absences, we get kicked to a page called Absence Administration and are seeing Absence Type of Parental Leave, for example.

Under the new Absences and Entitlements page, when we click the Add button,

We get kicked to the New Absence page and under that Absence Type list, we do not have Parental Leave. How to we get Parental Leave available? It's an administrator only absence plan, the line managers or employees should not be able to see or submit parental leave, just the admin team.
