VB Information validation warning message - Family and Emergency Contact

We need support to rewrite a rule that displays an alert message in VB (Visual Builder).

We have identified a feature in the Validate Field Values ​​feature of VB. Our need is to validate that, for employees located in Brazil, when creating or editing a contact on the Family and Emergency Contact page, the Statutory Dependent field is marked as "Yes".

When this condition is met, we want an alert message to be displayed on the screen, along with a link directing the user to additional information.
