Create extension to Default Header EFF from DFF created in customer site use 'Bill to' only.

We have created DFF in customer master, at Site use for 'BIll TO' only, client expectation is to default the value from this field to sales order header level DFF Only if DFF in 'BIll TO' Site is populated, else keep blank on sales order header DFF.
