How to create a job set on standard ess process that allows users to change Period at submission

Summary:

It is a EBS to Fusion Cloud migration.

Customer needs to run seeded Transfer Ledger Balance scheduled processes hundreds of time each month for consolidation in Oracle Fusion Cloud Applications. They want to save the time by defining a job set on multiple Transfer Ledger Balances scheduled processes. And the job set should allow them to change the Source Period and Target period at the time of submission.

By hard coding all submit.arguments in the job set Application Defined Properties, I am able to run the job set, but it requires maintenance on the job set each period.
