Recruiting Pre-screening questions new versions

Summary: We went live with recruiting pre-screening questions having to be manually added to a job requisition by a recruiter. I have now created new versions of those same questions and have them added automatically. The question code is the same and it just now says version 2. The recruiters are now getting an error message "Some prescreening questions can no longer be used for this requisition". Why would this happen when I just created a new version of the question? How can I fix it?
