ALX: Autonomous Linux Patching Notification Email Not Being Received

Goal:
It was observed that OSMH Autonomous Linux service is not sending email notifications when Ksplice patches or other patching get failed or successful.
Cause:
Missing Autonomous Linux Policy
Solution:
To allow the Autonomous Linux service to publish notifications, add the following policies to allow the use of notifications in Autonomous Linux.
Allow any-user to use ons-topics in tenancy where request.principal.type='alx-notification'
