Has anyone successfully implemented a read-only role for the entire functional configuration of OM

We are working on a security requirement within Oracle Fusion Cloud (SaaS), specifically in the Order Management (OM) module. We need to create a custom role that allows certain users to view the entire functional configuration of OM but without the ability to edit or modify anything.

We know that Oracle offers the FND_READ_ONLY_MODE profile, but this applies to the entire user session, not just the OM module.
