Anyone have issues with TCC and their company's proxy?

We are having issues getting the TCC to work within our company's proxy.  I have modified the config file (.ini) and .bat files per the Taleo User Guide and nothing has worked thus far.

Our PCNS guys have created logging on my machine and have noticed that using the https protocol and port 443 that there is no activity fromt he tool through our proxy - HOWEVER - if we use the https protocol and port 80 they can see the activity on the proxy where it appears that the tool is trying to establish an SSL tunnel.  Needless to say, this has raised some concerns from our IT Security folks...
