Definition of "First Full Approval"

Hi -

I am looking through the Taleo Standard Reports, particularly at the Average Time to Hire report.  The report says it is calculated with a start time of the date the the requisition was "fully approved."  Does this mean the last approval date?  Or what exactly is "fully approved"?
