Would like to know the feasibility of sending candidates a letter of intent/informal letter before a formal offer letter in Oracle Recruiting Cloud (ORC)

We have a letter of intent sent before the offer letter. Can we use the offer phase to be created state to send out that letter of intent to the candidate?

Kindly advise if it's feasible.
