Approval Stages appears parallel for a Serial Routing

Summary:

I have defined 2 Rules (no conditions) in 2 different Participants in same Stage (Serial) as following:

I expect the approval worflow to be generated and sent first to Terms Approval Serial and then to Terms Approval Serial 2. However, they are sending them both in parallel as following:

Why? Is it possible using those sames stages to be sent first to Facundo and after he approved, it will be sent to Andrea?

Is is somethig related to this Parallel icon? can it bi changed to serial? how and where?
