Active Taleo User Report

I'm trying to modify an existing 'Active Taleo User' report. The current report is designed to pull "Status: User equal to Active".  This is misleading because the options are only Active or Deleted. Those marked as Inactive pull as though they are active. I was told this was improved in XI, but I don't see the change. Has anyone developed anything that will meet this need?
