How to restrict Line Managers from Creating and Assigning Journeys

Issue Description:

In My Team > Journeys, managers should only have the ability to select a journey, without access to the Create or Assign options.

However, in our current setup, these options are also enabled for managers.

Question:
How can we restrict managers from creating or assigning journeys and ensure they only have view/select access?
