Registered Candidate Files

It has recently come to our attention that an external candidate can "accidentally" create a registered candidate file (with the white ghost icon) if they access the career section and click on My Account Options, register as a new user, then click the edit button to fill in their details for each page,  instead of following the normal application process.

Is anybody been able to come up with a solution to help prevent candidates from doing this?  Is there a configuration we can change?
