Element not going to pending worker record on move to hr

I created a new element with the primary classification as Information - I can add it to an offer in ORC, but when the pending worker record is created, the element is not showing. Why isn't the information element appearing on the pending worker record like other elements do? Is this a limitation with non-recurring information elements?
