Hide auto trigger for internal/external assessment packages

Summary:

Recruiters currently have the ability to add assessment packages to auto trigger at application for both internal and external applications. This poses a risk as there are costs associated with triggering assessments. We tried to disable this feature via vbcs but were unable to do so. We would like to disable the "add' button on this screen but need clear steps on how to accomplish this
