Career Overview page is blank under my team tab

in Human Capital Management

am creating a custom line manager role with access only to the following: 1- career overview. 2- team skills center. 3- talent review

am facing an issue with the career overview page. i can see it's icon under my team tab but when clicking on it the page is blank.i added the View career overview by manager privilege. what other privileges do i need to add in order for the page to not appear as blank?
