Trouble Moving Candidate into Offer Phase

We are having trouble moving a candidate into the offer phase. She was sent an offer 9 months ago and did not accept or deny she was rejected by Oracle ultimately. The team would now like to move forward with the candidate we keep getting an error message when trying to move her. Is there a way to work around this. We have already tried moving her to multiple phases?
