Is it possible to create custom/user defined "Action" for a "Data Resource" ?

Is it possible to create custom /user defined "Action" for a "Data Resource" which can be added to 'Data Security Policy' ?.

Steps to Reproduce:

1. Create a new role or Edit existing role
2. Navigate till ‘Create Data Security Policy’ step
3. Try to create new Data Security Policy
4. Select ‘Data Resource’ ex. "Inventory Organization"
5. Click on "Actions' dropdown, it shows list of actions as follows (see screenshots), would like to know if new custom/user defined actions can be created and added to this action list.
