How to massively revoke assigned goal plans?

Hello experts,

we created a goal plan and enable weights. Goal plan has been massively assigned by batch to employees and some of them already have some goal.

We need to disable within the goal plan weights but now it cannot be changed as goal plan has been already assigned.

How can we make goal plan editable?

Do we have to cancel massively assigned goals and goal plan by HDL or there is another workaround?
