How to restrict deliver to location LOV in requisition preferences?

Summary:

The customer has multiple plants within a single legal entity, and we have set up each one as a separate inventory organization mapped with HCM location. All these locations are assigned to the same Requisition Business Unit, and the goal is for users to only create requisitions for their assigned location. However, OOTB users can still select other locations in their user preferences. Is there a way to restrict this access from the RSSP Page?
