Role of Participant in Talent Review Meeting

Hello experts,

in a talent review meeting we defined the line manager as reviewer and the higher manager as participant.

While the reviewer can attend the meeting and evaluate reports, the participant cannot see any meetings. I expect the higher manager to access the meeting in read-only mode as Oracle explain.

What's missing? What is participant is used for in talent review meeting if they cannot see them!
