We are an facing issue that Manager unable to assign core skills to his direct reports

Hi There,

We are an facing issue that Manager unable to assign core skills to his direct reports Via (person,Job,Directs and all) we are getting a error message that

"You can assign core skills to your own direct reports or to those reporting to them. (HRT-975379)".

This is the error message we are getting and all hierarchy is correct and same issue is coming up in HR action as well

Kindly please help me out in this issue.
