Inconsistent results when updating hiring manager during req creation - redwood

Summary:

We have been testing and over the weekend implemented Redwood for requisition creation in production.

In RUI, if a hiring manager was changed on a requisition we would receive a pop up asking if we wanted to update the Dept, Location, BU, and LE.

In Redwood, we are getting inconsistent results if a hiring manager is updated on a requisition. Sometimes there is a pop up and sometimes there isn't.

Why is this inconsistent? What can we do to make sure this pops up every time?
