What is the data security policies missing to control Payables Period

Summary:

I want to create a custom AP period control role, that can only open/close period for the AP subledger, following the documentation before, I have created a custom role with below data security policies and roles, and then granted the relevant business unit access, but still unable to control the period for AP subledger. Please advise what is missing

Privilege:

1. Manage Payables Invoices Activities

Role:

1. Payables Period Close (ORA_AP_PAYABLES_PERIOD_CLOSE_DUTY)
2. Payables Period Close (ORA_AP_PAYABLES_PERIOD_CLOSE_DUTY_OBI)
3. Manage Accounts Payable Accounting Period Status (ORA_GL_ACCOUNTS_PAYABLE_PERIOD_STATUS_MANAGEMENT_DUTY)
