Unable to delete or edit functional area catalog

Hi, i need to create a catalog for planning functional area, controlled at master level.

I've created in the past a catalog for planning functional area, controlled at organization level. Now i can't edit the functional Area, i can't edit the field "controlled at", and i can't create a new planning catalog because one catalog for planning already exist (The catalog Test_Rep is already assigned to the functional area Planning. You can't change the catalog. (EGP-2776080)).

How can i do ?
