How to create a request for proposal in negotiations

Our requirement is to create an RFP within the system. We initially tried setting it up as an RFQ by including all the questions under the requirement section, but the outcome has not been satisfactory due to the following issues:

1.Most requirements are in tabular format. However, when viewing the output PDF, some columns are clipped.

2.Since suppliers cannot respond in tabular format within the system, we have to convert table details into individual questions, which may result in poor quality responses.

3.Suppliers are unable to add additional lines if they wish to provide more information.

4.It is not possible to add header and footer details to the output.
