REDWOOD Bug 38432390 -Employment workforce structure LOVs not showing active entries

Summary: I have a sev-1 ticket for this issue, just FYI in case anyone is noticing this. When making employment changes for dept/loc/job, if the effdt of the transaction comes after the most recent effdt in the dept/job/loc table, the lov item may not show in the list. We are having to either upload the change for HR or delete a row on the applicable table (if appropriate) to move the effdt back in time so the lov item will show in the list.
