Payroll and Benefits admin view W2s and W2cs on behalf of employees

Hi everyone,
We have a requirement that Payroll and Benefits admins need to be able to view W2 and W2C documents on behalf of employees. Currently we are not able to see that. Looks like we need to update the Restrict settings for create/Update/Delete for W2 and W2C as "Yes" so that W2 and W2C shows up in Document types dropdown for Document records.
The issue is if we do that, then Payroll and Benefits admins will be able to add /delete W2s which we do not want. Isn't there a way to just view W2 or W2C without updating the restrict settings? Please let me know if someone faced the same issue earlier and how did they go about it. Appreciate your help.
