Address validation for location not returning data

Summary: In trying to test USOPTE, we have run the Address Validation process for "Location" in multiple environments without any issues. But now in our parallel test pod, just refreshed from production, running the report for "Location" is not processing any records or creating a report. I have tried running it with and without the optional "modified address date" parameters.
