How to massively assign individual target bonus to a population ?

Hello,

We want to start storing the Target Bonus of our white collar population into Oracle HCM. Our requirement is to first massively assigned their target bonus to employee to have the info available and then be able to use the Target Bonus element in our annual Merit Compensation plan.

I'm looking on the best approach on how to this between two options :

1 - Create Element Target Bonus with automatic entry then use the HDL to enter the target bonus of each employee via Element Entry.One we will open our Merit Worksheet we could use the Element. The issue with this point is that we cannot use the criteria " White Collar Exempt" in the Eligibility profile of the Payroll Element.
