Person Security Profile change impacting the visibility offer approval path in Transaction Console

Summary:

We made a change to the Data security to update the Person security Profile from "View all People" to a profile that excluded employees from HR Business unit. This is done to restrict access to Employees records from HR Business. But this impacted the visibility of viewing offer approvals in the Transaction Console. Is it because the approval path has approver from HR business unit?

Is there any other way to access all offer approvals in transaction console?
