The behavior of Personalization in classic page and RSSP pages are not same . The personalization to make Project information Mandatory is getting applied to non catalog purchases while the personalization created to make project information mandatory in RSSP is getting applied in all types of requisition like non catalog , catalog ,smartform etc .
