Legal Addresses are duplicated when move to Address task is performed

Description (Required):When using move to Address in the Manage Legal Entity it creates as first instance a new Legal Address, and by assigning this new Address in the Manage Legal Entity Registrations is the recommended way, if same new address requires to go to Reporting Legal Address, all is good, the issue of duplicate addresses is when same New Legal Address is shared across another Legal Entity, since it is required to create a brand New, as Oracle practice suggest is to leave or to Edit the Legal Address, and only edit in the Manage Legal / Reporting Legal Entity
