Candidate does not have permissions to access the jobs page

A candidate is trying to log in to our jobs page and is receiving the following error: "Your user permissions do not authorize you to access this page." We're unable to find anything in her profile that might prevent her from accessing the page. How can a candidate's permissions be updated?
