Talent Review Redwood Page - unable to see Add note action

Hello experts,

I noticed an unexpected behavior on Talent Review Dashboard page because I'm not able to see the "Add note" action under the "Actions" button.

I'm using an Admin user, I already added the "add note" functionality from the Talent Review Template and I checked also using VBS and the value under "Show Add Note action" variable is "true".

How is it possible?
