Goal Target

Has anyone had experience tracking goals where the measurement is at or below a certain number?  For example: Achieve a variance of .5 or below.  How would you enter this into a quantitative target and then update the actual value with figures that are below the target?  How do you show that achieving a .4  or a 0 (which are below a .5) is actually a good thing and would be achieving the goal 100%?

Looking for any suggestions on this as many of our employees have similar goals to this.
