Control report-level permissions during migration

Summary:

We have a custom folder ("Folder A") with 4 roles assigned: Role A, Role B, Role C, and Role D. When a new report is migrated into this folder, it automatically inherits all folder permissions.

However, Role A should only have access to 4 specific reports in this folder, not to every newly migrated report. Currently, every time a new report is added, Role A is automatically granted access, and we must manually remove it (involving another team).

Is there a way to:

  1. Prevent Role A from being assigned to newly migrated reports by default, or
  2. Configure folder permissions so that even if Role A remains assigned at the folder level, users with Role A cannot see the new reports unless explicitly granted?
