Cannot load visa history via HDL

I am trying to load visa history records using HDL (HCM Data Loader). I have two Tier 5 visas records:

• One marked as Inactive,
• One marked as Active
  These have different (non-overlapping) dates. However, during the HDL load, I receive the error below:

The attributes provided to uniquely identify this record are already used by an existing record that ends on {DB_LOGICAL_END_DATE}. To change the logical end date, supply the ReplaceLastEffectiveEndDate attribute with a value of Y. If you're attempting to create a new record, provide a unique reference using the source key or user key attributes.    The system appears to still consider the Inactive record as Active during the load, preventing successful insertion.
