Journey that will trigger to all employee to update their skills and qualification with Nudge

Summary:

Hi Team,

I want to assign a journey to all the employees to update their skills and qualification and i also want a bell notification and bell icon will be triggered to all of the employees when journey is assgned.

We don't want to use HDL because that will not trigger notifications to all employees so how can we achieve this requirement?
