Benefits Landing Page foreground and background images not working

Summary: Hillsborough County is using VBS Express on the Benefits Landing Page to load a foreground and a background image. To ensure they are visible to all of our agencies, we have loaded the two png images into Oracle. We have tried using a web-viewable link as well as a native file link but neither are working. I am attaching screenshots of what we see, what we should see, and the VBS fields. Any ideas on what we are doing incorrect or suggestions to fix?
