Is it possible to enable Portuguese localization for another LE not in Portugal?

Hi,

our client wants to enable Portuguese localization for another LE not in Portugal: these transactions must be sent to SAFT tax authority.

By standard it seems not possible, do you know how we can manage this requirement?
